The Pharmaceuticals and Medical devices (PMD) directorate is one of the directorates under the Central Ethiopia regional state health bureau’s office for implementation of health Programs. 
The directorate is composed of three case teams namely; Pharmacy Services, Pharmaceuticals supply and distribution, medical devices installation and Maintenances case teams. The directorate focuses on the strategies in strengthening the pharmaceutical supply chain, pharmacy services, and medical device management systems to ensure uninterrupted availability and accessibility of safe, effective, and affordable medicines and medical devices that are needed to address the health problems of the community and ensure that they are used rationally and properly

Objectives of thePharmaceuticals and Medical Devices Directorate (PMDD):

Create responsive Supply chain systems through improving the Supply chain management coordination and governance to ultimately improve product availability, ensure proper utilization and minimize wastage of medicine and medical device. Aims to:

  • Improve Supply chain management systems responsiveness through coordination of efforts among stakeholders.
  • Supporting and implementing demand-based forecasting and supply planning
  • Identify resource gaps; recommend possible funding sources, support fund mobilization and Standardizing health commodities procurement and management processes.
  • Optimize good warehousing, inventory and distribution practice
  • Implement reverse logistics at health facilities and pharmacy retail outlets that extends to households
  • Coordinate efforts to ensure availability of necessary supplies and commodities to prevent and control emerging and unexpected public emergencies.
  • Strengthen the systems that ensure the uninterrupted supply and access to safe, effective, and affordable medicines and medical devices for the community‘s health needs.
  • Reducing wastage, disposing of expired and damaged products in an environmentally friendly manner,
  • Establish and implement track and trace system for medicines and medical devices across the supply chain
  • Supporting the implementation & Utilization of Enterprise Resource Planning (ERP) platforms and Auditable pharmaceutical transactions and services (APTS) to manage and track pharmaceuticals stocks.
  • Coordinate technical assistance and capacity building activities on pharmaceuticals supply chain management and services system implementation
  • Implementing medical oxygen roadmap and ensuring medical oxygen availability and safety.
  • Strengthen medical device management system such as standardization of medical device, maintenance workshops, maintenance referral system and disposal
  • Install and maintain Medical devices , so the increase medical devices functionality
  • Promotes and enforces rational use of medicines and proper use of medical devices.

Main activities and roles of the Pharmaceuticals and Medical devices directorate

  •  Drug selection , Quantification and Procurement of targeted emergency health products including medical devices
  • Storage and Distribution of vital and emergency pharmaceuticals
  • Ensuring Logistics management information system (LMIS) in all pharmaceutical and medical devices distribution and utilization practices.
  • Implementation of integrated pharmaceuticals logistics system (IPLS)
  • Ensuring safe disposal of pharmaceuticals Waste
  • Implementation of Auditable pharmaceuticals transactions services(APTS)
  • Supporting patient oriented pharmaceuticals care (Clinical Pharmacy practices)
  • Establishment of model Community Pharmacy
  • Enhancing Drug Information Services (DIS) in health facilities
  • Strengthening antiretroviral therapy pharmacy practices ( ART Pharmacy)
  • Establishment of Extemporaneous preparations(Compounding)
  • Prevention and control activities of Antimicrobial resistances and containments in the region.
  • Implementation of drug therapy related initiatives
  • Integration of Traditional medicines practices  with conventional medicines
  • Medical devices inventory and information system, and maintenance 
  • Preparation of technical specification and Selection of medical devices
  • Installation ,Acceptance Testing, Calibration, Inspection, Testing and Maintenance
  • Develop and implement strategies to reduce medicine wastage and to implement pharmaceuticals waste management and medical devices decommissioning
  • Introduce audit-and-feedback and accountability system at all levels
