Health ICT Directorate

The Health ICT Directorate, operating under the Central Ethiopia Regional Health Bureau, is committed to advancing the digital transformation of the health sector through the strategic use of information and communication technology. Its primary objectives are to strengthen digital health governance and leadership, develop and maintain integrated and interoperable health information systems, and ensure the availability of accurate, timely, and reliable data for evidence-based decision-making. The Directorate plays a key role in enhancing the efficiency, accessibility, and quality of health services by promoting innovation, expanding ICT infrastructure, and building the digital capacity of health professionals across the region. It also prioritizes the establishment of data security, privacy protocols, and regulatory frameworks to safeguard health information. Through strong collaboration with stakeholders, the Directorate is driving the adoption and sustainability of digital health solutions that align with regional and national health priorities.

  • Establish and lead a regional coordination structure for digital health

  • Align all digital initiatives with national strategies and MoH priorities

  • Facilitate collaboration with zones, woredas, PHCUs, and partners

💻 Enhance Implementation of Digital Health Systems

  • Lead the deployment and scale-up of DHIS2, eCHIS, MFR, EMR, etc.

  • Provide system support, updates, and compliance monitoring

  • Ensure proper use of systems at all levels of care

📊 Promote Data Quality, Use, and Interoperability

  • Improve data accuracy, completeness, and timeliness

  • Facilitate system integration (e.g., DHIS2–MFR, eCHIS–HMIS)

  • Foster a culture of data-driven decision-making

🌐 Improve ICT Infrastructure and Connectivity

  • Equip health facilities with essential ICT devices and backup power

  • Improve internet access through partnerships with telecom providers

  • Ensure regular maintenance and technical support

  • Provide training on digital tools (DHIS2, eCHIS, data security, etc.)

  • Strengthen regional and woreda-level ICT and HIS teams
